Personal intellectual property (IP) means any intellectual property (IP) as defined in the NRC Policy on Conflict of Interest, that is owned (or co-owned) personally by an NRC employee such as an invention (whether patented or not). As a government organization, the NRC generally owns IP created by its employees in connection with their duties of employment or using NRC facilities or funding. Personal IP would typically be created prior to your employment at the NRC.
