Yes. As an NRC employee, you are required by the Public Servants Invention Act to disclose all inventions to the NRC on a Form 1 regardless of where they are invented or under what circumstances.
Further, all IP you create while acting within the scope of your duties or employment, or made by a public servant with facilities, equipment or financial aid provided by or on behalf of the NRC, or that resulted from or is connected with their duties or employment, is owned by the NRC, and this typically includes IP created in the course of your adjunct professorship. IP created by students you supervise may also be owned by the NRC, especially if they are using the NRC’s facilities and equipment.
